Add functionality for Bizza Operations team to give contractors as many leads as they can handle

This change request will allow Bizza Operations team to circumvent the original restrictions of maximum number of leads for new contractors. Originally, contractors can only get a maximum of 3 leads per day until they have 3 customer ratings that equal 4 stars or more. Bizza team (Admin Access) would now be able to override this so contactors can get more leads.

Remove ability to change their availability to ‘not available’ and 0 every day

Updated the “work needed” page to restrict Contractors from making themselves not available for more than 4 days a week. for active days, Contractors must accept at least 1 lead a day. Before this change, Contractors can make themselves unavailable by setting their maximum leads per day as 0 as well as setting the “availability to call customer” to be unavailable 7 days a week.
